Children's Hospital Oakland
A large section of the hospital is nearly 100 years old and is located in the heart of earthquake territory. The State of California has mandated a closure of this section of the hospital in just a few years. Because the hospital cares for children and teens regardless of health coverage the hospital does not have extra funds to replace or retrofit old section of the hospital. Community groups raise funds to help the hospital but a ballot measure is needed to ensure continued care for youth. Teens are taking action because they want this hospital to be their for their children and their children’s children. People have mixed beliefs about a universal health care paln but at a minimum we can give them a building!! Make a YOU TUBE commercial on the topic and email your link to all.
Don’t wait for a disaster to happen, help solve the problem now.

I think Katrina is a bad example...people believed in their infrastructure becasue the government told them to and the government was wrong. Also there were poor measures of evacuation set up by the government and poor measures of response by FEMA after they knew the disaster occured.
The thing about the original question is that it has unclear pronouns. Who is "they" and who are the "people"? It seems to me like responders to this question say "people" are the average person, but to me "people" could also mean the men and women who are elected and/or paid to do their job to know when disaster is looming and prevent/prepare.
Katrina the Hurricane couldn't have been prevented. Katrina was a hurricane.
The disaster was not just the hurricane, however, but the subsequent aftermath. Governments must know how to ready themseleves for relief and not have to depend on Red Cross' efforts and other humanitarian organizations. The people elect the government to promote the general welfare of the people. If the government cannot at least be ready to handle disasters then the government is failing the people.

That is the most absurd
That is the most absurd statement I have ever heard! A person is never prepared for a disaster- natural or man made. Scientists have been predicting hurricanes in New York for the past decade and not one has hit (thankfully), but my point is the people were warned, but they didn't see a way out of their fate. Most New Yorkers are immigrants who have worked hard for years to earn their money, to earn their standing in a company, to pay for a house or an apartment- their entire life's savings. How can you tell someone to drop everything and run. Where to? It's an outrageous demand. So all the New Yorkers continued their daily life in denial and lived summer after summer filled with anxieties. As for the man made disasters, very few people warn others if they are preparing to start a forest fire and usually if they do, people don't know how to react (i.e. Virginia Tech incident). And if the disaster is accidental, well, that proves my point. Events occurring spontaneously can only save a person's life by luck or destiny (for believers of fate), for example, people that stepped out to get coffee on 9.11.

speaking about the leeves I saw the HBO documentary I think when they were talking to the survives of hurricane katrina. From my knowledge the people said the leeves were destroyed purposely other than the affects of the hurricane. I dont know how true that is, but if thats true then something is really going on the world.

People tend to put too much faith in their existing infrastructures. In Hurricane Katrina for example, the area residents thought the levees were going to keep the storm away from shore. The levees malfunctioned, leaving residents waist-deep.
If you have lived someplace your entire life or if you are hit hard financially, where else DO you have go when you know disaster strikes? Most in this situation are reluctant to move.
Disaster prevention/response
Tonight I watched a program on coal mining on PBS. The definition of a disaster was the death of 5+ people. They also said something that struck me: "mining laws are written in miners blood." This is to say that Congress only passes laws on mining after a mining accident occurs, not before.
People may not know when a disaster is coming, or the the severity of the disaster, but in a world where disasters occur all to often people should prepare because they should know inevitably that a disaster will happen.
One of the examples from the show was of the Sago Mine Disaster. It occured last year in West Virginia. The press falsly stated that 12 of 13 survived when in actuality 12 of 13 died. This misinformation was further scrutinized by the media and covered the real problem: delay in relief effort
It is a shame that people don't DO SOMETHING before instead of waiting to do something after there is a disaster, especially with predictive technology at its best . There are some disasters that cannot be avoided (earthquake, tsunami, flood) but there needs to be mechanisms for effective warning.
I don't really think people
I don't really think people are always aware of when something as sudden as disaster might happen...therefore, they usually are unprepared.
Prepared for Disaster
People don't always know when a disaster is going to happen. Even if you are prepared for a type of disaster, you are never, ever, prepared for the devastation, displacement, and aftermath. The nightmare when you watch flames coming close to your home, just wanting to get your loved ones to safety. The scare of losing everything and trying to save memories. So, no, we are never fully prepared for disaster.
