The Problem
“Capture The Flag Against Addiction” will serve as a philanthropy event the week subsequent to the University of Oklahoma spring break. It will be organized and implemented by the members of Sigma Alpha Epsilon and Students for the Prevention of Drug Abuse. “Capture The Flag Against Addiction” is a series of capture the flag games, which are played to raise money for donation to an IRS certified 501(c)(3) center. The center will be a government agency, inpatient, outpatient, conjunctive in/outpatient, or counseling service that offers one of the general following:
• Addiction Information (i.e. Norman Addiction Information & Counseling Center)
• Patient Counseling (i.e. Red Rock Center)
• State or Federal education, awareness, or prevention (i.e. ODMHSAS)

Philanthropy Event for Sigma Alpha Epsilon & Students for the Prevention of Drug Abuse
PREAMBLE
We, the members of “Sigma Alpha Epsilon, and we, the members of “Students for the Prevention of Drug Abuse,” do hereby establish this annual philanthropy event in order that our efforts and donations be realized to its fullest extent for the charitable contribution to our society.
ARTICLE I. NOTE
The name of the philanthropy event will be "Capture The Flag Against Addiction" henceforth referred to as "Capture The Flag Against Addiction" or “CTFAA.”
ARTICLE II. INVOLVED PERSONNEL
The following personnel will be involved in the philanthropy event:
• THREE Executive Chairs:
• The head executive chair
• Finance coordinator executive chair
• Public relation executive chair
• ONE Head Official to oversee judges
• FIVE Public Relation volunteers to advertise event
• EIGHT Officials to judge the matches
• TWENTY Volunteers, or a sufficient number as needed
Active chairs and volunteers shall be limited to persons officially enrolled at the University of Oklahoma as an undergraduate or graduate student. In addition, the following requirements must be met and maintained in order to remain active as personnel in “Capture The Flag Against Addiction”:
i. The executive chairs and officials must be involved in either the organization of Sigma Alpha Epsilon, or Students for the Prevention of Drug Abuse.
ii. All executive chairs, officials and volunteers must remain drug-free from the period of election until the conclusion of the event. The term “Drug-free” will be as defined by the official SPDA “Drug Abuse Policy” document. All applicants MUST sign the “Drug Abuse Policy” document agreeing to the terms stated therein.
iii. Any executive chair or volunteer using, experimenting, or distributing illegal narcotics will be subject to no less than an investigation and/or if evidence warrants such action, being immediately expelled.
iv. The use of alcohol or illegal narcotics will not be permitted to any individual during the implementation of “Capture The Flag Against Addiction” regardless of the state’s requirements of legal age. The drug policy will be actively enforced according to federal laws set forth by the United States of America.
v. The appointed or elected personnel and volunteers that are selected by the executive chairs will not be discriminated on the basis of race, color, creed, sex, sexual orientation, marital status, personal appearance, age, national origin, political affiliation, physical or mental disability, or on the basis of rights secured by the First Amendment of the Constitution of the United States of America.
ARTICLE III. EXECUTIVE CHAIRS
The executive chairs, as an entirety, shall be referred to as “the chairs.”
Requirements to serve as an Executive Chair are as follows:
• A grade point average at or above a 3.0 on a 4.0 scale
• A member in “good standing” with Sigma Alpha Epsilon and Students for the Prevention of Drug Abuse society
• All requirements as noted in Article III.
The executive chairs will be responsible for overseeing the duties of the head official, the public relation volunteers, the officials, the volunteers, and serve as liaisons to the University of Oklahoma or Norman Police Department.
The head chair will elect the other two chairs from a review of a submitted application and interview. After selection, any three executive chairs have the ability to select volunteers based upon their own discretion ensuring that those persons selected meet all of the eligibility requirements as set forth in Article III. The executive chairs will serve as liaisons to the University and Norman/Campus Police.
The finance chair will be responsible for collecting and recording funds for the “Capture The Flag Against Addiction” event. Any required payments for purchases will be paid according to the Sigma Alpha Epsilon or Students for the Prevention of Drug Abuse financial policy.
The public relation chair will be responsible for advertising the event through chalking, the Oklahoma Daily, posters, and/or any other public announcements.
The executive chairs are granted the authority to expel any volunteer of “Capture The Flag Against Addiction” in their sole discretion.
The questionnaire (attached as Exhibit “A”) will be used as the sole document to which volunteers will apply for participation in the “Capture The Flag Against Addiction” event. After review of the application each volunteer will receive an interview by one or more of the three executive chairs. The questionnaire and interview will serve as a standardized method to determine if applicants meet all of the eligibility requirements as set forth in Article III. In addition, other qualifications like enthusiasm, and reliability will be reviewed.
ARTICLE IV. OFFICIALS
Elected officials will be responsible to impartially judge the competition, officiate if someone is tagged, determine if any unsportsmanlike conduct occurs, and ensure that fair regulation of the match occurs.
Officials will have the ability to suspend game play on the basis of unsportsmanlike conduct. Any unsportsmanlike conduct observed will be subject to immediate expulsion with no penalty to the affiliated team.
Officials, using an air horn, will end the match after a team successfully brings the other teams flag back to their base.
Officials may not compete in any “Capture the Flag Against Addiction” match.
Officials will be selected through the application and interview process.
The head official will start the match with an air horn, oversee the other volunteer officials, and be responsible to have all active players on the correct side of the playing field. They will also keep track of time in case the match lasts for the maximum time limit (see Article VIII.).
The head official will be elected by appointment after consideration by the executive chairs.
ARTICLE V. VOLUNTEERS
Volunteers will be chosen after application, short essay, and interview (see attached). Their responsibilities will consist of receiving donations, distributing raffle tickets, passing out water, food, or soda during the event.
Greek volunteers will be awarded points towards their affiliation after successful execution of “Capture the Flag Against Addiction.”
ARTICLE VI. OBSERVERS
Observers will be allowed to attend, but not participate in any capture the game match.
Observers will pay FOUR dollars to attend.
Greek affiliated observers will receive credit for attending.
ARTICLE VII. TEAMS
All enrolled organizations will consist of no less than FIVE team members.
Teams can have no more than TEN team members playing at one time, but may enroll three different teams to “Capture the Flag Against Addiction.” Different teams must wear distinctive uniforms.
Two organizations will play cooperatively as a competing team. Therefore, FOUR organizations will be playing at a single time. No competing team will be uni-gendered. Greek organizations will be paired as fraternities and sororities, but no fraternity will pair with another fraternity or sorority with another sorority.
Organizations may allow other non-Greek team members to play on their team in order to reach the maximum allowed team members.
A bracket will be used to determine who and when each team will play. There will be no consolation rounds.

ARTICLE VIII. FEES
Each individual organization will submit no less than $100 dollars to be eligible to enroll team members. Each individual team member must submit no less than $10 to be eligible for participation.
Each executive chair, volunteer, and official will pay FIFTEEN dollars to be eligible for the position they have been elected to.
Observers will be charged FIVE dollars for admission. Greek observers must pay FIVE dollars in order to obtain points for their affiliation.
Each organization will seek donations from the community. The organization that donates the most money will receive a trophy for this accomplishment (see Article IX).
ARTICLE IX. DONATIONS
The executive chairs and officials will seek donations from businesses that wish to be publicized. Personnel will go to individual businesses to ask for contributions, such as items, gift certificates or monetary donations. If made, a public announcement of their contribution will be made. A visible “contributors” sign will be created and a “thanks to donors” announcement will be made prior to the raffle drawing.
Permitted companies or organizations may donate, cater, or contribute to the event after approval from all three executive chairs.
A certain amount of the donated money will go to the prizes for the raffle, the trophies, and gift certificates.
After the necessary debt is accounted for, all final finances accumulated will be donated to the designated organization.
ARTICLE X. RAFFLE
The raffle will be held throughout the duration of “Capture the Flag Against Addiction.” Buying raffle tickets will be available throughout the entire event, but not before the event begins. The public relation chair prior to the beginning of the final game will announce the winner.
Individuals purchasing raffle tickets must be either an observer, affiliated with any team, participating in the game, or in any Greek chapter.
The ticket that is given will have a “Name” and “Phone number” listed. The purchaser is to fill out these spots on each ticket then hand each ticket back to the volunteer. All tickets will be placed into a circular container.
They will be sold individually at ONE dollar per raffle ticket. A single person may purchase no more than TWENTY raffle tickets.
The awards for the raffle will include a gift certificate to Pita Pit for $10.00, a new 2GB Ipod Shuffle valued at $69.00, and a 8GB Refurbished Ipod Nano valued at $99.00.
Prizes will each have a separate raffle. Each prize will have container for the raffle ticket purchaser to choose which prize they will be competing for.
There will be ONE volunteer in charge of obtaining the money and passing out raffle tickets per hour.
Prizes will be bought with the finances accumulated through donations, raised money by personnel, and contributions.
ARTICLE XI. PRIZES
There will be FOUR trophy, THREE gift certificate, ONE Ipod shuffle, and ONE Ipod Nano winners.
The head official, public relation volunteers, and executive chairs will judge for the giving of prizes after the final match is played. The trophies will be awarded to:
• Winning team of tournament
• Team that raises the most money
• Team that has the most participants compete
• An MVP trophy for a single individual team member
Gift certificates will be awarded to the following:
• Team with the best uniforms
• Team that showed the most enthusiasm
Raffle Prizes will be awarded before the final match (see Article XI):
• Gift certificate
• 2GB Ipod Shuffle
• 8GB Ipod Nano (refurbished)
ARTICLE XII. SECURITY
A minimum of TWO security guards will be present during, and at no less than THIRTY minutes after the event. They will secure both the inside and outside of the event’s location. For every FIFTY participants over 100 attending, ONE additional security guard is required. All security guards must be licensed and bonded.
At least ONE off-duty or on-duty uniformed police officers must be present for the duration of the event.
ARTICLE XIII. SETTING
The event will be played in an open field at the size of a standard football field, dimensionally 360 by 160 feet (109.7 m × 48.8 m).
ARTICLE XIV. APPAREL/UNIFORMS
Each participating team must wear designated matching colored uniforms. Pant color is not significant.
No cleats, whether metal or plastic, will be worn on the playing field.
A participant must remove jewelry, watches, finger rings, facial rings, and necklaces before game play.
ARTICLE XV. OFFICIAL RULING
Each team has its own territory in which its members are free to move as they please, but on which opponents enter at their peril. A boundary line separates the territories, which will be duct-taped midway between the territories. The enemy may tag any team member crossing this line. The entirely visible flags will be placed at a designated location in each team’s bases.
The object is to enter the enemy's territory, capture the flag, and carry it across the line into home territory without being tagged. Team members may be posted to guard the flag, but not get nearer than TEN feet to it. Duct-tape will be used to designate this boundary. If an opposing member goes within the TEN-foot circle, the guard may then follow, and tag them.
When a team member steps over the midway line and is tagged by an opposing participant, the tagger must shout, “TAG” and then be confirmed by an official. The tagged played must sit in the place they were tagged in until another fellow team member touches them with their hand or foot. No necessary shouting is needed for un-tagging a team member.
In the case of a tagging dispute of, the nearest official will be the final determination. If there is insufficient evidence to support the tagger or the tagged, the official will send both team members back to their bases. Once both members touch their own flag, they will be eligible for game play once again.
Any participant caught out of bounds will be labeled as “tagged” by an official. The tagged participant must then return to the eligible game playing field, and sit down as if tagged by an opposing team member. If in their own territory, the tagged person must cross the midway line at the closest point and then sit down as if they had been tagged in opposing territory.
If the flag is successfully captured, it must be carried across the line into home territory. If the member carrying the flag is tagged before he reaches home, the flag is set up again at the point where it was rescued and the game as before. If neither side captures the enemy's flag within the time agreed up on (exactly ONE half hour), the team that wins the game is the one with the least amount of tagged players.
Any violations of the rules as listed are subject to immediate expulsion, including a listing as “absent” on the official sign in sheet. Greek members blatantly caught violating the listed rules will be immediately expelled, and will not receive attendance points for their observation or participation.
ARTICLE XVI. AMENDMENTS
The philanthropy event rules are binding to all members of SPDA, but the constitution is not binding unto itself.
Any executive chair on the “Capture the Flag Against Addiction” committee, any member of Sigma Alpha Epsilon, or any member of Students for the Prevention of Drug Abuse may propose amendments to the rules as supported in Article XVI. For revision, the proposition should be written and submitted to the head chair, President of Sigma Alpha Epsilon, or any member of the Magistrate in Students for the Prevention of Drug Abuse. Voting process is at the determination of the organization
Proposed amendments will become effective following approval of the vote from eligible active members. If the vote positively identified reformation, a discussion between the head chair, President of Sigma Alpha Epsilon, and the Consul in Students for the Prevention of Drug Abuse will ensue.
ARTICLE XVII. PREEMPTION STATEMENT
“Capture the Flag Against Addiction” is subject to all provisions of the University of Oklahoma Student Code, and shall comply with all local, state, and federal laws
