Drinking and driving, smoking elimination among teens

The Problem
This is a project I would like to do with my SADD chapter in Wickenburg, AZ. It may take some money, time, and effort but I believe it will eliminate drinking and smoking among teens. It has several parts
1. Those eligible for drinking any kind of intoxicating liquid or using tobacco will have to get a mandatory card that will show they are of legal age.
2. Bars will be required to have to examine this card of each and every customer before allowing them to drink.
2a. the amount of alcohol will be entered into the computer and anyone that has exceeded this amount will not be able to drink the alcohol at all. Also if they try to go to another bar it will show up there too so they cannot drink.
2b. the limit will be considered by there gender, height and weight, and age.
3. If a minor tries to forge or buy alcohol or tobacco at all, they will have stay a week in jail and do 100 hours of mandatory community service.
4.a If teen/adult is caught drinking and driving and they are pulled over they will have to stay 6 months in jail and do 150 hours of community service and their license will be suspended until they are eighteen and 3 months or for a year.
4b. If any teen/adult is caught drinking and driving and they are in a accident and they will have to stay 8 months in jail and do 200 hours of community service and their license will be suspended until they are eighteen and 6 months or for a year and 4 months.
4c. If any teen/adult is caught drinking and driving and they are in a accident and they will have to stay 8 months in jail and do 260 hours of community service and their license will be suspended until they are eighteen and 10 months or for a year and 10 months.
4d If any teen/adult is caught drinking and driving and they are in a accident and injure someone madly or severely, they will have to stay 3 years in jail and do 1000 hours of community service, register in the state as a drunk driver and their license will be suspended until they are 20 and 10 months or for a 5 years.
4e if any teen/adult is caught drinking and driving and they are in an accident and kill someone, they will have to stand trail for 2 degree murder, register in the state as a drunk driver, have their license suspended for 10 years and do 5000 hours of community service.
5. The legal limit will be .4 BAC nationwide.
6.If an adult tries to sell or give alcohol and/or tobacco to a minor they will have to register with the state as a delinquent which will make it harder for them to get a job and will be put in jail for 2 years and do 300 hours community service.
7. Any student who is drinking/ smoking on the school campus will have to undergo a special class showing the dangers of smoking and drinking
I know this is being overly harsh however, we teens and alcohol/ tobacco just do not seem to mix very well. We need to stop teen deaths now and I rather see teens having a bad time trying to quit then see them wind up in gangs, jail, or worse: DEAD. I am going to try to petition the Arizona state government to stop this dangerous practice among teens
