The Problem

There, in thte middle of our neighborhood stands an embaressment. Once upon a time, in our neighborhood stood a sewer treatment plant. Its gone now, but it did leave a mark. This one lot in our neighborhodd cannot be built on because there are pipes sticking out of the ground, very small ones, about a 1/2 foot in diameteter at the most. Now people use this lot or yard as a dumping ground..beer, cigarettes, drugs, you name it. what I would like to do is to clean up the place. No one can build a house on it so why not? I want the nice yard to be a nice, healthy basketball court rather than a nice place to get away with drugs. Just a paved court, a clean up of the creek and yard, and a bench-thats all.

Plan of Action

I have tried to have a company to help, but there is a problem. The city does not want to give it up. They are currently giving an electric company the right to settle equipment there for a while. So these electricians are almost done so now I need to be ready. Before the company was there, the city did not take me seriously for I am only fifteen. So I am quite lost on the matter of what to do. Should I buy the property? They don't want to give it away.
