The Problem
The New Smyrna Beach Police Explorer Organization is a youth crime preventative measure that the City of New Smyrna Beach took. We educate the members about Gangs, Alcohol and Tobacco abuse, and drug abuse while teaching them about Law Enforcement, its history, the divisions in a Police Department We also give them hands on experiences. We set scenarios in which the explorers have to adapt to and perform in, we work details where we park cars and we assist the city in city wide functions such as parades, block parties, and carnivals.
New Smyrna Beach is a small community that is on the east coast. Has a beautiful landscape that meets with the Atlantic Ocean. But the New Smyrna Beach does not only serve New Smyrna Beach, but the neighboring cities: Edgewater, Oak Hill, and Samsula. New Smyrna Beach Police Explorers takes pride in the fact that we are not just about dealing with the New Smyrna Beach issues, but offering a hand to the neighboring communities that don’t offer this program and deter crime. Our goal from the beginning and forever is to get the kids off the street and into a program where they can feel that they are accomplishing something.
Plan of Action
Future: My plan of action (POA) is to create a bike division, have a crime scene investigation simulation, create an Honor Guard/Color Guard division and persuade the city of New Smyrna Beach to issue us an retired vehicle so the explorers can help enforce city ordinances and the house watch program.
Present: Create the Florida Law Enforcement Explorer Handbook (FLEE-H) where it is certified through the Florida Department of Law Enforcement, Florida Department of Education, Florida Association of Police Explorers, and the Boy Scouts of America to allow the individual agencies to teach out of that text and the members who are in high school to receive a high school credit for participating. This committee will be made up of Explorer Agencies around the State of Florida.
Past: I have created a demerit/merit system to handle discipline, I have created a record keeping system for the computer, created a Computer Aided Dispatch system for the computer, implemented a Phases system in which each phase focuses on a specific area of law enforcement: Phase 1: Physical Abilities/Military Training, Phase 2: Legal Guidelines, Phase 3: Traffic Laws, Phase 4: Criminal Investigations, Phase 5: Administration. I have gotten the Explorer program involved with the police department to volunteer in other divisions, revised the chain of command and created new ranks so that other members are able to get involved. I have even picked up and dropped members off in my personal vehicle during the gas crisis to ensure that they were able to participate in the event.
I can't say what kind of impact I have made; I am not a person to sit there and do something and then wait for a pat on the back or for an award. I do this to make my community better. I can only hope that I have changed lives, made the past members think about the consequences before they made any action, and made this organization fun. I know that there has been no other member that cared more about this organization than me, and as I stated before, once I complete the Police Academy I will come back and hopefully take over this organization from the Chief Advisor. I have a strong vision as to what this organization should be like.
