elementary school students

Located in Southern Westchester County, Mount Vernon, NY is my hometown. I did not go to public schools in the city, but I have understood from a young age the connection between an effective school system and a successful community. Mount Vernon's schools are facing some challenges in the upcoming school year because the budget was voted down twice by voters. Attached to the budget was a NYS Bond that would have provided capital money for repairs and improvements.

Living in an ocean front community, we hear about numerous youth drownings under various circumstances. One that really opened our eyes was a child who drowned under the supervision of a lifeguard.
As a combined service project, we are working to provide a free swimming lesson program to underprivileged elementary school children. The program will teach the fundamentals of swimming, water safety, and survival. The lessons will be given 2 times a week for 5 weeks. While we are trying to provide a free program, we are having issues acquiring a pool to use for free.

My idea is to offer high school credit for tutoring Elementary School Students. I believe that if credit is offered to high school students, a lot more of them will help tutor the elementary students. I know that a lot of elementary students go after school to tutoring but a lot of them don't like to be tutored by regular teachers. They seem to find them stuffy, and don't seem to think that they "get" their problems. 14+9 was a very hard problem when you were little, and they think that someone closer to their age knows how boring it can be sometimes.
