Why so much Crime

I used to live at Lincoln Park in Portsmouth, Virginia. Over the years, crime rates have increased in the area and it's about time something is done to change that. The park is filled with prostitution, drug dealing, stealing, killing, truancy,and much more. In my opinion, in order to TRY to change a community the necessary step is to inform the neighborhood that there are people who care about its well being. For Lincoln Park, I am that person. I want to HELP.
