A formerly homeless teen, Heather wrote a definitive report on the incarceration of people with mental illness, filed a successful lawsuit to compel New York City to provide discharge planning for 30,000 inmates with mental illness each year, and co-founded the Nathaniel Project, the nation’s first alternative to incarceration program for felony offenders with serious mental illness.

For 25 years, the Urban Justice Center has served New York City's most vulnerable residents through a combination of direct legal service, systemic advocacy, community education and political organizing. Heather continued serving the organization for a while but has since moved on.
